First of all, it's easy to create a site, but it takes some time to understand the whole process. You must prepare yourself to it and say yourself, I want it.
The author of the site, that's me, supposed that it is difficult to understand, but when I bought my first book on programming in *.html (*.htm), I got that I was wrong.
The most interesting thing is that you can create your own web-page that very day you begin to do this. There are many articles devoted to it and e-books in internet where you can find everything on programming in *.html. Certainly, there are a lot of books that you can order on-line or buy them in a local shop on that subject. I find this technique more useful, just because it is better.
Before you begin, you must clearly understand some things. What will my site be about?
... You must know whether will it be your web-page or you are going to make a big project.
Where will it be located? You probably know that there are many servers that offer space for your site for free. This site, for example, was established on ... What will design of the site look like. And after all, you must think of how much will it weigh?
You say, what's the good of it? The problem is that not all people at all have a good line. They sit in Internet on slow connections like 14400 and even worse. And I don't think they would thank you for your web-page if it weighs, say, 100-200 kb or even more. The main thing of what you should take care of, first of all, is making people visit your site.
